The Seattle Municipal Court (SMC) is one of the highest volume Courts of Limited Jurisdiction in the State of Washington with 12 judicial officers and over 200 employees. SMC is the judicial branch of government for the City of Seattle and is authorized by the State of Washington. The Court adjudicates all misdemeanor and gross misdemeanor crimes, infractions, and civil violations authorized under the Seattle Municipal Code and certain Revised Code of Washington Statutes.


SMC is seeking a highly motivated and qualified professional to fill the part-time role of Business Analyst – Organizational Change Management Specialist to support implementation of the Municipal Court Information System (MCIS). This position will report directly to the Team Manager. As part of the MCIS Team, you will be responsible for performing the organizational readiness assessments, analysis, and plan development, and plan implementation to support successful implementation of the MCIS program.


As a Business Analyst – Organizational Change Management Specialist, you will support integration business requirements, organizational readiness, readiness metrics, process improvement principles into the program planning, development, and transition into daily work practices, process and program stabilization, including recommendations on policy development and process management.

The Court anticipates this assignment to last three years. Depending on project readiness, this term limited assignment may be extended. It is anticipated the person in this role will work an average of 20 hours per week.

  • Gathering and evaluating information from multiple sources for project planning and requirements gathering, including: interpreting high-level information; abstracting from low-level information to a general understanding; and evaluating user requests to perceive the underlying needs of the business
  • Communicating requirements and opportunities to all levels of the organization
  • Build a strong working relationship with application owners, key business stakeholders, and all the various IT resources to ensure the IT organization is delivering the right services and products required by the business.
  • Perform organizational change readiness assessments in alignment with the Project and Program Manager,
  • Perform organizational change readiness assessments,
  • Develop and recommend a responsive change readiness strategy,
  • Develop change readiness plans in collaboration with the MCIS team, based upon findings,
  • Implement and manage organizational change plans in collaboration with program team,
  • Report progress and effectiveness of the organizational plan implementation and resulting organizational readiness behaviors,
  • Develops and tracks organizational readiness metrics to evaluate project readiness and change plan effectiveness, identify and manage impact of process and program changes on operational and strategic objectives.
  • Supports decision making by providing organizational readiness progress reports, including risk and resistance mitigation plans, to program leadership and executive leadership,
  • Work cohesively with the Court staff, including roles of Judge, Attorney, Legal Advisory, Program Manager, Project Manager and fellow Business Analysts



  • Bachelor's Degree in business or public administration, planning, finance, economics, organizational development, project management or a related field or equivalent combinations of education and experience to fulfill the work of the class.
  • Five (5) years of experience managing complex organizational change projects and providing planning & strategic recommendations for executive management or elected officials.
  • Three (3) years of experience of developing and applying change methodology to large, complex service delivery initiatives.

Appropriate combinations of education and/or training and/or work experience that provide the ability to perform this work will be considered.



  • Master's degree with specialization in organizational development, change management or related field.
  • Prosci® certification
  • ACMP CCMP certification
  • Ability to grow organizational capacity in application of LEAN principals and methods including A3 problem solving, value stream mapping, customer journey mapping, visual management and Gemba walks. Certification in LEAN/Six Sigma is highly desirable.
  • Working with implementing COTS systems and/or replacement of legacy systems
  • Project management skills and ability to use software tools to help teams visualize project phases and work breakdown structure.
  • Knowledge of metrics and key performance indicators in strategy execution and process improvement.
  • Strong creative problem-solving, negotiation, and facilitation skills, and the ability to work collaboratively.
  • Proven analytical skills – ability to extract, display, and interpret data to produce recommendations for future actions.
  • Excellent oral and written communication skills as demonstrated by work products.
  • Able to engage with all levels of management, including senior-level executives
  • Ability to build trust and engagement with project teams and business stakeholders
  • Ability to design and develop a change management program in a large, complex environment
