NATO’s Strategic Communications Unit is looking for a data scientist to play a pivotal role in building its capability from the ground up. We are looking for a motivated individual to help us recognise, understand and combat hostile disinformation aimed at our countries and to improve our own communications.

NATO’s Public Diplomacy efforts serve a vital function within the Alliance by communicating its purpose and priorities to audiences worldwide. In fulfilling this role, the Public Diplomacy Division (PDD) actively strengthens NATO’s public image, thereby fostering awareness and understanding of NATO’s policies and activities, and ultimately enhance trust in and support for the Alliance.


The Strategic Communications Unit (SCU) sits within PDD. The unit supports the Assistant Secretary General for Public Diplomacy in synchronising and coordinating NATO civilian and military communications to promote the political and military objectives of the Alliance to external audiences. In order to better understand and effectively reach NATO’s key audiences, and to mitigate hostile information activities aimed at the Alliance, NATO continues to develop its Information Environment Assessment (IEA) capabilities. Effective communications within a complicated information domain require systematic analysis and assessment of data gathered from the web, print and broadcast outlets, social media, polling data, and other publicly available sources – to enable NATO decision-makers and planners to better understand adversarial, as well as friendly, activities and impact in the information environment.


The Information Environment Assessment Analyst/Data Scientist will work with senior communicators across PDD and with colleagues in the military chain of command to exploit data mining tools to create analytical products that include audience segmentation and assessments to support strategic planning. He/she will apply descriptive, diagnostic, predictive and prescriptive analytics, collaborating with a wide team of NATO stakeholders as they adopt advanced analytics insights.


He/she will also analyse the information environment and provide Information Environment Assessment reports, in close coordination with different stakeholders, as required. He/she will be responsible for modelling complex problems which will, in turn, provide insight and identify opportunities through the use of statistical, algorithmic and visualisation techniques. He/she will be a storyteller (i.e. a person who can make the stories hidden in the data come alive for others), with the ability to effectively present evidence that may confirm, challenge or contradict assumptions held within the Organization, and contribute to effective recommendations.




You must:


 •   Hold an advanced university degree in mathematics, statistics, computer science, social science, political science, communications, or relevant field

•    at least three years of work experience in data analytics or science or in one of the above-listed fields;

•    possess proven experience in developing reports with data visualisation and the ability to convert data into a convincing business story;

•    possess proven experience in working with large datasets;

•    possess proven experience in using social media analytics for assessment purposes;

•    demonstrate ability to work as part of a busy multi-national team;

•    be an effective communicator, with demonstrated reporting and oral presentation skills;

•    have strong personal skills to interact and coordinate with other staff members at diverse levels and in various parts of the Organization.

•    possess the following minimum levels of NATO’s official language (English/French): V (“Advanced”) in one; I (“Beginner”) in the other;

•  be willing to travel and work outside normal office hours.




The following would be considered an advantage:

 •   experience developing audience segmentation for strategic communications/public affairs;

•    public sector, military or intelligence community experience; knowledge of subjects of relevance to NATO’s Information Environment Assessment efforts (e.g. information activities of potentially hostile actors, including their techniques and tactics of online manipulation and persuasion, etc.);

•    experience in developing quantitative metrics and analysis trends (data trend analysis); understanding of the principles of social and/or behavioural science;  experience in the use of statistical packages and machine learning algorithms;•    familiarity with the basic principle of distributed computing and/or distributed databases;

•    experience with software in a scripting language (e.g. Python, R, Scala, Java, or similar);

•    experience with Python data handling and graphing frameworks (e.g. NumPy, MatPlotLib, SPSS, or similar);

•  experience with distributed data processing tools (e.g. Apache Spark or similar).
