Position Summary

ASSIGNMENT DESCRIPTION: Data Stewards manage data within databases to satisfy customer requirements. They generate, approve, and populate data for databases, evaluate data quality, and determine availability of data. They apply knowledge of products, data, and systems to support the extraction, analysis, and finishing of data. They prepare and validate data for web publishing.

ADDITIONAL INFORMATION: The GEOINT Information Office (ST) is a seeking motivated, self-directed applicant with strong interpersonal and communication skills to serve as a Senior GEOINT Officer (SGO) in the Content Division (STC). The selected individual will be responsible for leading the transformation of hardcopy maps (Print-on-Demand or PoD) to a digital format (Replication-on-Demand or RoD) allowing customers immediate online access to the latest digital maps utilizing Foundation GEOINT Data; Lead ST's interests in the Enterprise Print (EP) initiative to provide an efficient and technologically advanced production and archiving system for NGA maps and charts; Provide program management oversight of customized data brick requirements for mission partners throughout the National System for Geospatial Intelligence (NSG) and the Allied System for Geospatial Intelligence (ASG); and Lead the automation of geospatial data, intelligence, and other information from a variety of standard and non-standard sources. The SGO utilizes expertise in geospatial analysis to design and develop processes for effective use of GEOINT data while addressing NSG Metadata Standards and database capabilities. Additionally, SGO will lead and manage data validation of geospatial data, metadata, and attribute data acquired from internal and external sources, and provide feedback to key stakeholders who contribute to and/or utilize GEOINT data.

DCIPS Disclaimer

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Requirements

Mandatory Qualification Reqs

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online applications must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 

1.) Demonstrated experience using databases, data storage processes, data management principles and practices;

2.) Demonstrated experience with Geographic Information Systems (GIS), structured data, and data modeling;

3.) Comprehensive knowledge of GEOINT products, data, and systems to support the extraction, analysis, finishing, and web publishing of geospatial data;

4.) Experience delivering customized solutions for complex data requests and overcoming system limitations to satisfy customer requirements; 

5.) Demonstrated strong technical, team, leadership, and interpersonal skills.

 

EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Data Management, Data Engineering, Data Science, Computer Science, Software Engineering, Statistics, Applied Mathematics, Applied Physics, Econometrics, or UX/UI Design / Data Visualization, Cartography, Geospatial Sciences, Physical Sciences, or related disciplines. The 30 semester (45 quarter) hours must include at least 6 semester (9 quarter) hours of college level non-business mathematics or statistics. -OR- B. Combination of Education and Experience: A combination of education in any area listed in option A and experience that demonstrates the ability to successfully perform the tasks associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals to 4 years -OR- C. Experience: Four years of significant applied experience in a field that includes data management, feature extraction, data evaluation and manipulation, and/or related experiences associated with this work.

PHYSICAL REQUIREMENT: Near visual acuity of 20/40 or better with or without corrective lenses; Far visual acuity of 20/60 or better binocular with or without corrective lenses.

Highly Desired Skills

QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 

1.) Certification in the following: GPC Geospatial Professional Certification-Fundamentals (GPC-F), GPC-Geospatial Analysis Level II, and GPC-Geospatial Data Management Level II;

2.) Demonstrated experience using the ESRI Arc Editing Tools; Geospatial Analysis Integrity Tool (GAIT); or other geospatial software editing tools;

3.) Demonstrated experience with computer programming for geospatial analysis, particularly with Python language;

4.) Demonstrated experience with geospatial analysis, feature extraction, and data evaluation and manipulation using ArcGIS or similar software.

 

Additional Job Requirements 

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
