Foster America fellows leverage their diverse professional backgrounds as they assume leadership roles at child welfare agencies, improving outcomes for our nation’s most vulnerable children and families. In partnership with the Connecticut Office of Early Childhood (OEC), we seek two data scientist fellows to help shape the way early childhood services are deployed to families, and to examine the ways other government social, health, and education services impact the outcomes of vulnerable children and families. The fellows will analyze data from multiple government agencies, using techniques such as statistical analysis and predictive modeling, to gain actionable insights about the population of families and children served in child welfare programs.

About this Role:


The Connecticut Office of Early Childhood is recruiting two fellows to join their agency. Fellows are expected to have demonstrated success gathering, matching, and cleaning data from multiple large databases, including legacy data systems. Ideal candidates have experience with data privacy, navigating data sharing agreements, and security needs. The fellows will need leadership skills, able to convene key stakeholders and guide collaborative efforts to translate
data into action. Over the course of 18 months, the fellows will:
● Understand the landscape of existing data systems in child welfare, early childhood, and other public agencies, identifying meaningful opportunities for integration and sharing.
● Collaborate with stakeholders to develop data sharing agreements, ensuring government agency privacy and security needs are met.
● Analyze data, using advanced techniques such as predictive modeling, to gain insights about the population of families and children served in child welfare programs.
● Share findings with interagency stakeholders, spurring action to more efficiently deploy the services of multiple government agencies in support of the state’s most vulnerable children and families.

About the Fellowship:


The Foster America Fellowship is an opportunity to radically improve the lives of our nation’s most vulnerable children by designing and implementing innovative solutions to some of the foster care system’s most complex problems. Fellows apply the skills they have cultivated in other sectors as they transition to full-time, 18-month positions at child welfare and human service agencies. In their roles, fellows focus on high-impact reform projects to create better and more
equitable outcomes for children, families, and communities affected by child abuse, neglect, trauma, and poverty. Each role is designed to have an immediate and lasting local impact while also informing solutions that can be scaled nationally. Foster America fellows receive extensive training and professional development with a cohort of peers, positioning Data Scientists to Drive Cross-Agency Collaboration
and Strategic Decision Making them to thrive and grow as social change leaders during the fellowship and beyond. This support includes:

● Cutting-edge training focusing on results-driven leadership, human-centered design, child welfare context, racial equity, innovation, and more.
● An influential network of purpose-driven, like-minded professionals including fellows, Foster America staff, and the child welfare field’s most innovative leaders.
● Individualized coaching, mentoring, and support.

About Connecticut OEC:The fellows will be placed at the Office of Early Childhood (OEC) in Hartford, Connecticut. OEC was established in 2013 to coordinate and improve the various early childhood programs and components in the state to create a cohesive high-quality early childhood system. The agency works closely with the Department of Children and Families and other family-serving systems to support vulnerable youth across Connecticut. OEC supports 200,000 young children and parents.

Position Highlights:
● The fellows will build on previous data analysis regarding home visiting programs and help to streamline service delivery across state agencies, more efficiently deploy limited resources, and ensure that families receive meaningful support to prevent abuse and neglect.
● The fellows will work closely with OEC Commissioner Dave Wilkinson, who previously served as Director of the White House Office of Social Innovation and Civic Participation under President Barack Obama.
● OEC prioritizes a focus on racial equity and encourages the adoption of an equity lens in its data analysis.
● This role is an expansion of Foster America and Office of Early Childhood’s existing
partnership, offering the opportunity to work closely with a Foster America fellow already serving in the agency.
● Fellows will be employed by Foster America, with a salary range of $80,000 to $90,000 and full benefits.

Requirements

Eligibility Requirements:


● Fellows must have U.S. work authorization.
● Fellows must be able to work full-time for at least 18 months starting in January 2019.
● Fellows must work on-site at their host agency.
● Fellows must travel quarterly to attend training sessions that last from three to five days and occasionally include weekend flights.
● Fellows must pass all host agency and employer requirements, which may include
criminal background checks, drug screening, and civil service examinations.
